Why I applied for a local licence
When you live in Egypt for a long time, you want to settle the driving-licence question rather than revisit it before every trip. My old post discussed Russian, international and Egyptian licences, then described how I obtained a local one.
Today I would first ask the morour which procedure applies to my existing licence and residence documents. Some valid foreign licences may qualify for a procedure allowing exemption from the technical test, subject to conditions including reciprocity. Check this before starting a full new application.
I would exclude “international licence” booklets sold by random websites. What matters is an authorised issuer, not the cover. The EGP 550 fine mentioned in my old post is not presented here as a current amount.

The slow part: education paperwork
I was asked for proof of education. A school certificate or diploma was relevant, but my Russian document had to be prepared for use in Egypt.
I obtained a translation, had it certified at the Russian consulate and then completed Egyptian legalisation. In Cairo, search for a Foreign Ministry Legalization Office. Before paying a translator, ask the receiving morour which document and certifications it accepts.
My account put this part at over EGP 4,000 in 2023. That is historical context, not a current fee. Get fresh quotations for translation and certification. The education requirement itself also appears in the published Interior Ministry FAQ.
Then the traffic file and checks
I took my passport, valid residence visa and photographs to the local morour. My list included six photos; check the number currently required.
They opened a file and issued an address-confirmation request and a security-interview referral. I returned when the necessary replies had arrived. It felt similar to registering the car: open the file first, then collect the confirmations it needs.
Write down where you have been sent and photograph reference numbers. The “five days later” in my old post describes my experience, not a guaranteed processing time.
Training, eyesight check and the card
My next step was driving school. I paid EGP 1,500 and waited ten days; in that particular case I was not asked to attend lessons. I then collected the training paper, had my eyesight checked and took the driving test. The final visit took about three hours, with roughly another EGP 1,500 in various payments.
That is what happened to me in 2023. Do not plan on skipping classes or treating the test as a formality: the published procedure includes medical fitness, knowledge and driving skills. Confirm the current requirements and fees for your application.
My licence was issued for the visa period. Later issuance was easier because my file already existed. The old EGP 150 figure is not today’s budget: ask what needs updating and check the expiry date on the finished card.
